46. We would like to hereby ask for clarification concerning the open call. According to the FAQs “long-term accommodation solutions” are to be funded, namely, shelters and supported independent living (apartments). Hotels, safe zones in camps and accommodation provided in Reception and Identification Centres are considered emergency or temporary accommodation solutions and thus are not to be funded under the Open Call (also see Law 4554/2018 article 27). However, hotels as type of premise, can be eligible, as long as, the proposed modality of operation efficiently serves the long-term scope of the open call and the other services offer proposed, efficiently provide a holistic child protection and childcare. Our question is the following: Is the establishment of day care homes eligible? The intention is to run a day care home for vulnerable children in an island addressed to refugee/migrant children (5-12 years old) irrespective of their gender and who are not unaccompanied (e.g. children and families that are staying in camps). The aim of the Day Care Home will be to provide holistic support to refugee/migrant children during the day and support and empower their parents and the entire family (accommodation during the day to a safe and healthy environment, address their needs, provide educational support, skills programme etc).
