3. What is the maximum evaluation budget that can be invoiced, considering the issue of invoices would be at 0% VAT following the intra-Community supply VAT exemption?

The total budget for the suppliers with VAT exemption is the budget excluding 24% VAT.
This means that:
In total, the maximum amount of 16.973,89 euros (excluding VAT) will be allocated for the programme Asylum and Migration and 7.219,66 euros (excluding VAT) for the programme Local Development and Poverty Reduction. The amount to be used for scoring is the sum of the two proposed budgets. A total amount of up to 24.193.55 euros excluding VAT.

All other costs, e.g. travel and accommodation costs, daily allowance, dissemination products, other taxes payable etc., are included in this amount.

1. What type of documentation relevant to the eligibility criteria of the tenderer needs to be attached to the proposal as in the respective section ( Eligibility Criteria) refers only the criteria and not any specific documentation?

Correct Repetition: 

Kindly provide as much financial documentation as you deem essential to validate your professional background. Specifically, we require tax declaration from the past three years with an overall turnover of minimum 15.000 euro. Please also advise section 7: Selection Criteria.  If unavailable, the applicant can submit both a tax office commencement certificate (βεβαίωση έναρξης εργασιών από την εφορία) and an employer-issued experience certificate (βεβαίωση προϋπηρεσίας) from a comparable role.

3.Improved operational procedures and capacity of the Greek Asylum Service and Appeal Committees” (page 4). The question is if the proposed action could concern only the Greek Asylum processes and not the Appeal Committee. For example, could the improved procedures and capacity affect only the RAOs, the RICs, etc.?

One of the general objectives of the Programme II “Asylum & Migration” is indeed the improvement of operational procedures & capacity building of the GAS & or AC.

Kindly note that a bilateral proposal, as mentioned in the Call’s document, could include initiatives such as: “strengthening the capacity and effectiveness of Greek public and private legal entities, including the exchange of good practices between them and entities in the Donor States. Particular emphasis will be given to areas of concern, such as civic engagement and partnerships with local authorities, promotion and protection of human rights, watchdog and advocacy roles of the civil society sector, empowerment of vulnerable groups (especially unaccompanied minor asylum seekers).”

Therefore, any proposal which includes the abovementioned component/type of bilateral initiatives (which may include initiatives that will improve procedures & capacity that affect only the RAOs, the RICs etc) & promotes one of the Programme’s goals, is welcome.

2.Question on eligibility criteria for participation, sent on behalf of a Greek Kindergarten. The kindergarten is a legal entity of Public Law (Y.PAI.TH), with a registration number under the committee of primary education and with a distinct bank account managed by the Head of the Kindergarten. Does the Kindergarten meet the requirements for applying for the funding?

According to the call, eligible applicants are also public entities. From that perspective, being a public legal entity does not exclude your eligibility. Nevertheless, a final answer to the question regarding the eligibility can only be given after the submission of the proposal and after the examination and evaluation of all legal documents.

1.Will there be an open call for Programme I “Local Development & Poverty Reduction”?

The Bilateral Call for the Programme I “Local Development & Poverty Reduction” will be launched in the upcoming period. However, this will not be an open Call but the three pre-defined organizations under the specific Programme I (namely SolidarityNow, European Wergeland Center & Athens Development & Destination Management Agency), will be invited to submit their proposals, taking into consideration the content of the Call & its guidelines.
